The reason cats don't stick out their tongues is that cats rely on the pads on their feet to dissipate heat, unlike dogs who stick out their tongues to dissipate heat when they are hot. Cats' sweat glands are not well developed, so they don't sweat easily.

Sometimes cats stick out their tongue:
