First, we must solve the situation of separation between the base and the leading enterprises, realize the integrated operation of medicinal material planting and pharmaceutical industrial production, and form an overall competitive advantage. At present, without the conditions of close connection with the industrialization of advantageous pharmaceutical enterprises, various regions and forestry bureaus are competing to invest in the development of pharmaceutical planting areas, resulting in competition for the sale of pharmaceutical raw materials. Since the leading pharmaceutical enterprises are not connected with the medicinal material planting bases, it provides a rich profit space for the intermediate links such as medicinal material wholesalers, which not only increases the production cost of pharmaceutical enterprises, but also reduces the grade of raw materials.

According to statistics, vendors from many medicinal materials distribution centers across the country gather in Harbin to purchase authentic medicinal materials from Heilongjiang Province, and even sign planting and purchase contracts with farmers.
